"For more than 40 years, the Institute for Scientific Information (ISI, now part of Thomson Reuters) produced the only available bibliographic databases from which bibliometricians could compile large-scale bibliometric indicators. ISI's citation indexes, now regrouped under the Web of Science (WoS), were the major sources of bibliometric data until 2004, when Scopus was launched by the publisher Reed Elsevier. For those who perform bibliometric analyses and comparisons of countries or institutions, the existence of these two major databases raises the important question of the comparability and stability of statistics obtained from different data sources. This paper uses macro-level bibliometric indicators to compare results obtained from the WoS and Scopus. It shows that the correlations between the measures obtained with both databases for the number of papers and the number of citations received by countries, as well as for their ranks, are extremely high (R2 > .99). There is also a very high correlation when countries' papers are broken down by field. The paper thus provides evidence that indicators of scientific production and citations at the country level are stable and largely independent of the database."

"This is an exploratory study investigating the use of wikis in academic libraries. Reasons for using and not using wikis, level of control exerted on wikis users and perceived benefits and costs of using wikis are the major areas examined. Sixty universities were selected to complete either survey 1 or survey 2, depending on their usage of wikis at the time the study was conducted. Telephone interviews were conducted for those libraries from whom there were no email replies. The response rate reached 80%. Sixteen (33.3%) used wikis for work, four (8.3%) used wikis in experimental stages, 13 (27.1%) were potential users who planned to use wikis and 15 (31.3%) did not plan to use wikis at all. The advantageous features of wikis were found to be the main reasons for their use. MediaWiki is the most commonly adopted wiki software in university libraries, and the level of control is closely related to the reasons for wiki use. Despite the fact that costs are incurred in creating wikis, current users found that the benefits outweigh the costs. It is hoped that this study can provide insights for making informed decisions in applying wikis in academic libraries."

"Le copyright (ou le droit d’auteur, les subtiles différences entre ces deux régimes juridiques n’ont pas la moindre importance ici), est entré avec fracas dans l’ère du numérique. Aujourd’hui, il est devenu une menace majeure pour la Culture. Pas pour l’industrie de la Culture, mais pour la Culture, une distinction qui, en France, a disparu.
Ce n’est pas la première fois qu’une loi que l’on pensait éternelle se heurte de façon violente à un changement majeur de son environnement technologique. Dans ce livre, Lawrence Lessig nous raconte comment, en son temps, le droit de propriété terrien s’est lui aussi heurté à une invention, l’aviation, et a été, lui, révisé pour faire place au progrès.
L’interaction entre la technologie et le droit, dans laquelle le politique joue un rôle majeur, est l’un des grands enjeux de notre époque. Ne nous y trompons pas, la crise économique actuelle n’y changera rien, pas plus qu’elle n’effacera d’autres enjeux majeurs comme le réchauffement climatique. Ce n’est qu’au prix d’une révision des lois régulant la propriété sur les oeuvres de l’esprit que nous pourront pleinement entrer dans la culture du XXIe siècle, et cette bataille est loin d’être gagnée.
Cette bataille a un nom, la Culture Libre, un environnement culturel qui était, il y a à peine quelques générations, la norme, et qui est à l’origine de la Culture dans laquelle nous vivons aujourd’hui. Mais notre Culture, suite à quelques habiles modifications des lois obtenues par les lobbys, et surtout à travers sa collision avec les technologies numériques, est devenue une Culture féodale, où un petit groupe possède un contrôle total et despotique sur la façon dont elle doit s’exprimer et le chemin qu’elle doit prendre. [...]"

"My passport number is my identifier. The passport also carries metadata that identifies me, but not necessarily uniquely, because someone else could have the same name, birth place and date. In this case, more elements are needed to distinguish me from another person, such as my photograph. As the number of elements required for uniqueness can vary, once identity is established, an identifier is applied for future ease. Thus it is hard to imagine a passport without a passport number, even if, strictly speaking, it is usually not simply numeric but an alpha numeric string. In a database, an identifier is used for identity in preference to an ensemble of descriptive elements. Unique identifiers provide direct access to records and are of fundamental importance in eliminating duplicates both from a database and from incoming records. [...]"

Spotlight On Identity Management: The Evolving Definition of "Student": Identity Management at Duke University

The meaning of "student" is evolving at Duke University in response to many institutional and faculty outreach efforts. This trend is mirrored at many of Duke’s peer institutions. We see the concept of "learners" expanding beyond traditionally enrolled college students to include community participants, youth enrolled in talent programs, and continuing education students. At the same time, the realm of academic services faculty use for teaching has grown beyond traditional institutionally provided services such as Blackboard to encompass Flickr, blogs, Twitter, and any new technology available to faculty for free. How can we address the expansion in student population and in resources? How do you extend your institution’s computing resources to people outside your campus? How do you extend your local service concepts and policies to the end-user commodity-driven applications that are within any faculty’s reach? Lynne O'Brien and Klara Jelinkova will discuss the issues, concepts, and solutions surrounding identity management proposed and implemented at Duke University.

La version 2.0 de Shibboleth est sortie. Des améliorations notamment au niveau de l'interopérabilité (SAML 1.1 et 2.0), de la gestion (métadonnées, LDAP), etc.
