Liquid Publications: Scientific Publications meet the Web (pdf)
Changing the way scientific knowledge is produced, disseminated, evaluated and consumed

We propose a paradigm shift in the way scientific knowledge is created, disseminated, evaluated and maintained. This shift is enabled by the notion of Liquid publications, which are evolutionary, collaborative, and composable scientific contributions. Many Liquid Publication concepts in this document are based on a parallel between scientific knowledge artifacts and software artifacts, and hence on lessons learned in (agile, collaborative, open source) software development. Liquid Publications concepts are reified by a model based on i) Scientific Knowledge Objects (SKOs), which are the digital instantiation of liquid publications, by ii) the processes involved in their creation, evolution, and quality assessment, and by iii) the people and roles that contribute to knowledge creation (authors, reviewers, bloggers.). Various models (including social reputation models) are developed to analyze and improve publication quality assessment and the process for attributing credit to and measuring reputation for individuals.

[...] Janke [Sage Publishing] admitted how end-users; both faculty and students, will go to Google and Wikipedia first for information rather than the library and therefore e-books. His problem as a publisher was to ask, how you get them to your content.
There was talk of various initiatives, business models and marketing plans, which all involved the library and publisher making efforts in the attempt to address this. Both Janke and Carden admit that librarians complain of too many pricing models and collections, although in the experience of both, a one size fits all approach won’t be right for librarians either. As Jenke pointed out, “Librarians say they aren’t there to market publisher’s content”
That’s interesting because as was said more than once during the seminar, users don’t care who the publisher is. [...]

Un rapport publié par l'ARL: Research Library Publishing Services: New Options for University Publishing (pdf)

This study of publishing services offered by ARL member libraries provides valuable context for librarians and campus leaders considering the opportunities offered by this rapidly emerging research library role.

Principaux résultats:
- Publishing services are rapidly becoming a norm for research libraries, particularly journal publishing services.
- Service development is being driven by campus demand, largely from authors and editors.
- Libraries are addressing gaps in traditional publishing systems, not replicating traditional publishing.
- Substantial investment in open source applications such as Open Journal Systems, Open Conference Systems, D-Pubs, and DSpace is facilitating service development.
- The numbers of titles research libraries are publishing represent a very thin slice of the scholarly publishing pie; yet, collectively research libraries are beginning to produce a substantial body of content.
- Library publishing services are part of a range of new kinds of services libraries have developed or are developing, such as repository and digitization services.
- Library publication services are developed in ways that are consonant with research library service culture, including close consultation with researchers and frequent use of partnerships.
- The use of various forms of revenue generation is common for publishing services, but core support comes from library resources and in some cases new campus funding.

Acceptance of the JISC/SURF Licence to Publish & accompanying Principles by traditional publishers of journals (rapport final, décembre 2007)

Une étude menée par la SURFfoundation auprès de 47 éditeurs de revues académiques montrerait que de plus en plus d'éditeurs "traditionnels" envisagent de faire évoluer leur modèle de publication vers les principes proposés par SURF/JISC, c'est-à-dire:

1. the author merely issues a licence to publish instead of transferring his/her copyright.
2. the author may freely deposit the publisher-generated PDF files of his/her article in an
institutional repository, with an embargo of no longer than 6 months.

Le JISC a publié une étude intitulée:

A propos de la nécessité d'un "registre", d'un outil où centraliser les informations relatives aux périodiques électroniques: où sont-ils archivés? quels sont les accès possibles? comment "tracer" les mouvements entre éditeurs, entre plateformes (agrégateurs et autres fournisseurs)? L'objectif serait bien évidemment de disposer d'une sorte de support d'aide à la décision (choix des types d'abonnements, choix des packages, etc.). L'étude passe en revue notamment une série d'initiatives qui se sont penchées ou se penchent sur cette question.
