"Main activities are:
(1) Construction of mailing list for information exchange on IR / Open Access and Wiki.
(2) Workshop for IR / Open Access
(3) International symposium for IR / Open Access
(4) International survey on cooperation model for IR
(5) Discussion on ideal future IR community
We have clearly recognized problems through these activities.
- Firstly, library staff must be able to explain the meaning of publishing academic achievements in IR to universities / institutions and researchers. We believe that information transmission by IR is an activity across the academic fields and aim to share the basis of IR, which is a new way of carrying out accountability in the information open access society. IR should be coming to be more and more important for universities / institution libraries.
- Secondarily, it is crucially important to increase contents of IR and improve their quality. Therefore, it is necessary to seek strategy to increase the researchers who register academic achievements.
- Thirdly, all library staff should be able to manage IR. In order to correspond to the unavoidable personnel relocation, it may be good to add IR management to the nationwide training course. Then it will be easier for us to cooperate with each IR.
- Fourthly, it is necessary to confirm if IR was helpful for the researchers who registered their academic achievements and those who accessed the information. We wish to analyze attribute of users at least. [...]"

L'université d'Etat du Kansas (E.-U.) a intégré des articles provenant de Wikipedia dans son Opac.

"[...] We have cataloged about 1,000 Wikipedia articles analytically at the State Library providing links via the Kansas Library Catalog, WorldCat/OCLC and the State Library’s consortium OPAC, ATLAS. Most all of the Wikipedia articles we’ve cataloged are concerned with Kansas, Kansans or current topics with few resources initially available via standard library resources. [...]"

Dans ce billet, Brian Kelly passe en revue les "termes et conditions" d'utilisateur du moteur de recherche (non sans humour):

[...] If you make results from Wolfram|Alpha available to anyone else, or incorporate those results into your own documents or presentations, you must include attribution indicating that the results and/or the presentation of the results came from Wolfram|Alpha. Some Wolfram|Alpha results include copyright statements or attributions linking the results to us or to third-party data providers, and you may not remove or obscure those attributions or copyright statements. Whenever possible, such attribution should take the form of a link to Wolfram|Alpha, either to the front page of the website or, better yet, to the specific query that generated the results you used.

So if I ask Wolfram|Alpha what 1+1 is, if I published the result ‘2′ I must provide a link back to Wolfram|Alpha. And if I ask “What were the dates of the second World War?” I need to provide a similar link before using the answer “1 September 1939 to 2 September 1945″. [...]"

Examine the interoperability of OPAC and repository software for the exchange of metadata and other information;
List the various services to institutional managers, researchers, teachers and learners offered respectively by OPACs and repositories;
Identify the potential for improvements in the links (e.g. using link resolver technology) from repositories and/or OPACs to other institutional services, such as finance or research administration;
Make recommendations for the development of possible further links between library OPACs and institutional repositories, identifying the benefits of such links to various stakeholder groups.

Open Access—What Are the Economic Benefits? A Comparison of the United Kingdom, Netherlands and Denmark

"[...] Analysis focuses on comparing three alternative models for scholarly publishing, namely: subscription publishing, open access publishing and self-archiving. To ensure that meaningful comparisons could be made, the self-archiving models explored include the peer review, certification and quality control functions necessary for formal scholarly publishing.

We estimate that in an open access world:
• Open access or ‘author-pays’ publishing for journal articles (i.e. ‘Gold OA’) might bring net system savings of around EUR 70 million per annum nationally in Denmark, EUR 133 million in the Netherlands and EUR 480 million in the UK (at 2007 prices and levels of publishing activity);
• Open access self-archiving without subscription cancellations (i.e. ‘Green OA’) might save around EUR 30 million per annum nationally for Denmark in a worldwide ‘Green OA’ system, EUR 50 million in the Netherlands and EUR 125 million in the UK; and
• The open access self-archiving with overlay services model explored is necessarily more speculative, but a repositories and overlay services model may well produce similar cost savings to open access publishing.

The cost-benefits of the open access or ‘author-pays’ publishing model are very similar across the three countries. In terms of estimated cost-benefits over a transitional period of 20 years, open access publishing all articles produced in universities in 2007 would have produced benefits of around 2 to 3 times the costs in all cases, but showed benefits of 5 to 6 times costs in the simulated alternative ‘steady state’ model for unilateral national open access, and benefits of around 7 times the costs in an open access world. [...]"

Journals and repositories: an evolving relationship?

"It is now widely accepted that there are two routes to open access (OA): OA repositories and OA journals. It is often assumed these are distinct alternative parallel tracks. However, it has recently become clear that there is potential for repositories and journals to interact with each other on an ongoing basis and between them to form a coherent OA scholarly communication system. This paper puts forward three possible models of interaction between repositories and journals; services such as arXiv and PubMed Central, and the work carried out by the RIOJA project, are working exemplars and pilot implementations of these models. The key issues associated with the widespread adoption of these models include repository infrastructure development; changing ideas of the 'journal', 'article', and 'publication'; version management; quality assurance; business and funding models; developing value-added features; content preservation; policy frameworks; and changing roles and cultures within the research community."

Citing and Reading Behaviours in High-Energy Physics. How a Community Stopped Worrying about Journals and Learned to Love Repositories

"Contemporary scholarly discourse follows many alternative routes in addition to the three-century old tradition of publication in peer-reviewed journals. The field of High- Energy Physics (HEP) has explored alternative communication strategies for decades, initially via the mass mailing of paper copies of preliminary manuscripts, then via the inception of the first online repositories and digital libraries.
This field is uniquely placed to answer recurrent questions raised by the current trends in scholarly communication: is there an advantage for scientists to make their work available through repositories, often in preliminary form? Is there an advantage to publishing in Open Access journals? Do scientists still read journals or do they use digital repositories?
The analysis of citation data demonstrates that free and immediate online dissemination of preprints creates an immense citation advantage in HEP, whereas publication in Open Access journals presents no discernible advantage. In addition, the analysis of clickstreams in the leading digital library of the field shows that HEP scientists seldom read journals, preferring preprints instead."

Très intéressante initiative: DULCINEA est l'équivalent espagnol du service SHERPA/RoMEO et propose le détail des politiques des éditeurs espagnols en matière de libre accès.

Jusqu'à présent, plus de 260 revues sont couvertes (75 en sciences sociales, 27 en sciences humaines, 101 en médecine, 41 en sciences naturelles, 18 en ingénierie).

A quand un service de ce genre pour les éditeurs et revues francophones?

Il permet en effet d'interroger 500 millions de pages web en utilisant des triplets. Kesako? Le triplet est ce qui va vous permettre de lancer des requêtes plus "intelligentes" que celles permises par les moteurs classiques en vous donnant la possibilité de les structurer un minimum. [...]"
